About me

I am Denisa Lupașcu, an English-speaking lawyer in Cluj, a member of the Cluj Bar (Baroul Cluj) since 2023 and a graduate of the Babeș-Bolyai University Faculty of Law. I work in Romanian and English. I help expats renting or buying a home, foreign-owned small companies, foreign employees and anyone dealing with Romanian courts or authorities.

Most people who contact me from abroad have a problem with a deadline attached: a company that has to be registered before a contract starts, an unpaid invoice, a letter from a bailiff, a landlord who keeps the deposit, a fine, a dismissal decision. Romanian procedure is not hard to follow once someone explains it in your language. That is the part I do.

Who I help

  • Expats renting or buying. Lease agreements, deposits, eviction, and buying an apartment or land as a foreign national.
  • Foreign-owned small companies. Setting up a limited liability company (societate cu răspundere limitată, SRL), changing the articles of association, recovering unpaid invoices.
  • Anyone facing a Romanian court or public authority. Traffic fines, enforcement by a bailiff, administrative appeals, letters from public institutions you cannot read.
  • Foreign employees working in Romania. Employment contracts, dismissal, unpaid wages, non-compete clauses and disputes before the Cluj Tribunal (Tribunalul Cluj).

How working with me looks

You write or call first, by phone, WhatsApp, email or the contact form. You describe the situation in English and I tell you whether I can help and what the next step is.

Consultations take place by phone, WhatsApp, video call or in person at my office on Calea Dorobanților 39-41 in Cluj-Napoca. You can send your documents in English; I read them as they are.

Court filings and most correspondence with Romanian authorities have to be in Romanian. I draft and file them, then explain in English what each document says and what happens next. When a document issued abroad has to be shown to a Romanian court or authority, a certified translation is sometimes required. I tell you when that is the case.

What people usually ask me about

The questions English speakers bring me tend to repeat: how do I set up an SRL, how do I recover money a Romanian client owes me, can my landlord keep the deposit, can I challenge this fine, is my dismissal legal, what does this letter from an authority mean. Each has a precise answer in Romanian law, often with a strict deadline attached. Start with the page closest to your situation: company formation, debt recovery, real estate and rentals, traffic fines, employment law or dealing with Romanian authorities.

Where you can find me

My office is in Cluj-Napoca, on Calea Dorobanților 39-41. I appear before the Cluj-Napoca first-instance court (Judecătoria Cluj-Napoca), the Cluj Tribunal (Tribunalul Cluj) and the Cluj Court of Appeal (Curtea de Apel Cluj), and I can represent you before courts elsewhere in Romania when a case requires it.

If you are not in Cluj, most of the work can be done remotely. You sign a lawyer’s power of attorney (împuternicire avocațială), send scans of your documents and we talk by video. Read more about me or get in touch.
